HINGE Programs
High Innovation/Gain/Expectation (HINGE)
Programs are the high-risk/high-innovation, multidisciplinary programmes exploring new scientific and technological opportunities with a potential for significant breakthroughs and opening doors to significant new science and technology. HINGE programmes require equally special operating procedures/strategies, which can have special intended and unintended impacts on society and the participating researchers themselves.
Over the last decade, a diverse group of innovative programmes with one or more HINGE elements have sprung up, at various levels, all over Europe. These vary from Israel's mature FIRST Programme (founded 1997), which resembles NEST ADVENTURE/PATHFINDER programmes, to more localized HINGE programmes seeking "paradigm-shifting" results in specific fields. All have faced similar challenges and accumulated much valuable experience which NEST, FP7 IDEAS Programme, and other FP6/FP7 HINGE-oriented programmes could use to capitalize on the successes and avoid the pitfalls of the past. This requires identifying, recording, analyzing and validating Europe's collective HINGE-relevant methodological wisdom. It also requires further exploration of the social impacts of HINGE programmes, such as "How does truly risky, thus not always successful, research affect researcher creativity, career trajectories and special social groups (e.g., women, young scientists)?" and other research-amenable issues.

The European Young Investigators Awardsconstitute an initiative of European Union Research Organisations Heads of Research Councils (?UROHORCS) in cooperation with the European Science Foundation (ESF), and aim at encouraging young brilliant researchers from all over the world to work in Europe for the benefit of the development of European science and the building up of the next generation of leading European scientists. The awarded young researchers pursue the proposed innovative research in collaboration with the European host organizations. The criteria for the EURYI awards are: a) the scientific achievements of the young researcher and its potential to become a world class leader in the respective field, b) the originality and feasibility of the proposed research and its potential to improve the competitiveness of European research at world level, and c) the internationally recognized level of excellence of the host institution and its capability to host the applicant and the proposed research. |

The US National Institutes of Health (NIH) is engaged in a series of initiatives, collectively known as the "NIH Roadmap for Medical Research" (http://nihroadmap.nih.gov), which promote clinical and translational investigation and aim to improve health and prevent disease. The NIH Director's Pioneer Award Program, a High-Risk Research initiative of Research Teams of the Future, is meant to complement NIH's traditional, investigator-initiated grant programs by supporting individual scientists of exceptional creativity who propose pioneering approaches to major contemporary challenges in biomedical research.
This funding opportunity will use the DP1 award mechanism.
Eligible organizations include for-profit organizations; non-profit organizations; public or private institutions, such as universities, colleges, hospitals, and laboratories; units of State government; units of local government; eligible agencies of the Federal government ; foreign Institutions; domestic Institutions; faith-based or community-based organizations; units of State Tribal government; and units of Local Tribal government.
Eligible principal investigators include U.S. citizens, non-citizen nationals, or permanent residents who are currently engaged in research. The research proposed need not be in a conventional biomedical or behavioral discipline; if the individual's experience is in non-biological areas, however, he/she must demonstrate a commitment to exploring topics of biomedical relevance. Investigators at all career levels are eligible. Those at early to middle stages of their careers, women, and members of groups underrepresented in biomedical research are especially encouraged to apply. Nominees and applicants who were not selected for an award in 2004 or 2005 may submit applications this year.

The project aims to understand the production and emergence of highly creative and innovative research in Europe and the United States. Researchers from the Technology Policy and Assessment Center (TPAC) at Georgia Tech's School of Public Policy are collaborating with two highly recognized European partners, the Fraunhofer Institute for Systems and Innovation Research (ISI) and Sussex University's Science and Technology Policy Research Unit (SPRU), in a new study to examine creative capabilities and the promotion of highly innovative research in Europe and the United States (CREA). In this project, the team of German, British and US partners is setting out to find the most creative researchers in genetics and nanoscience and to learn from them what makes for excellence in research. The study will probe not just the personal characteristics of the researcher, but also the environment in which he or she works. The findings are expected to hold important lessons for science and technology policy.
